2000-2003

Construction Manager, Niger Delta University, Bayelsa State

In 2000, Architect Reuben Okoya returned from the United States of America to join the services of the Bayelsa State Government as Construction Manager, Niger Delta University Project where he managed the entire Planning, Design and Construction Process for the infrastructural development of the Niger Delta University Permanent site

Established in 2000, the Niger Delta University (NDU) is a Bayelsa State Government funded university located in Wilberforce Island (an island of great historic significance about 30 kilometres from Yenagoa – Bayelsa State capital).

2003-2007

Commissioner for Special projects, Bayelsa State

Architect Reuben Okoya was appointed Commissioner for Special Projects in Bayelsa State by the H.E. D.S.P Alamieyeseigha and H.E Goodluck Jonathan administration.
As the Honorable Commissioner, Architect Reuben Okoya managed numerous projects across the state. These included but were not limited to infrastructural, social, educational, medical and other projects.
Architect Reuben Okoya was the political head of the ministry and supervised the day to day running of the Ministry.

2007-2011

Private Practice

Architect Reuben Okoya returned to private practice, being a member of Nigerian Institute of Architects (NIA), the Royal Institute of British Architects (RIBA) and American Institute of Architects (AIA) and coupled with his vast experience as an administrator, he established a firm to offer choice service to clients.
As Chief Executive Officer, he ensured that the company achieved its strategic objectives by providing adequate resources, effective as well as efficient leadership and direction to staff. He developed and supported the Corporate Governance framework of the organisation by delegating some responsibilities to members of the management team.

2011-2015

'Abuja City Manager'

Coordinator, Abuja Metropolitan Management Council

In recognition of his admirable attributes, charisma, virtues and expansive achievements in Bayelsa State, he was appointed as Coordinator, Abuja Metropolitan Management Council – AMMC (Abuja City Manager), by FCT Minister, Senator Bala Mohammed in 2011.
He served meritoriously in the role akin to Mayor, and was in charge of orchestrating and managing AMMC’s activities to ensure he accomplishment of its published organizational goal of bequeathing to Nigeria, a first-class Capital City that is not only a functional seat of government, but comparable to any world class city.
Abuja Metropolitan Management Council (AMMC) Operated through Seven Technical and one service Departments.
